Joseph E. Rushlow, 82, formerly of Hilltop Towers, a retired barber, died early Tuesday afternoon in the Jefferson County Extended Care Facility, where he had been inpatient since May 25. He had been a resident of the Jefferson County Home most of the time since 1954, last being admitted July 27, 1970. Surviving are two brothers, Frederick Rushlow, 524 Lansing St., and George Rushlow, Carthage. Mr. Rushlow was unmarried. Burial will be in North Watertown Cemetery. Mr. Rushlow was born at Clayton March 11, 1889, a son of Joseph and Louise Pecor Rushlow. Most-of his life was spent in Watertown, where for years he was a barber employed in various shops
